Commission sets deadlines, approves demolitions and access letters for nuisance properties

Harrison County commissioners reviewed multiple nuisance‑abatement items on Nov. 13, setting deadlines and approving actions to permit demolition or remediation.
Charlotte Schafer, the county planning director, briefed the commission on a long‑running case involving the Burnside property (formerly an Old Car Wash) in Bridgeport. Schafer said the site had been cleaned about 80% but still required work; the commission approved an extension to Jan. 2, 2025 for the owner to finish the cleanup.
Later in the agenda, staff requested that four additional properties be declared emergency nuisances under the International Property Maintenance Code Ordinance to allow immediate abatement; commissioners approved declarations for properties including 25 Chestnut Street and several Midway Road and Wilsonburg Road addresses. Staff said some of these structures were burned or collapsed and that additional properties are queued for demolition after bids are received.
The commission also approved access and remediation letter agreements for five properties whose owners consented to county access and demolition work, naming properties such as 160 Mount Clare Road and 724 Miners Way.
Commissioners lauded planning staff for securing DEP funds to increase the county’s demolition capacity; staff said they have submitted multiple houses for DEP approval and that the county’s demolition program will continue.
The actions were approved by voice vote with no recorded opposition.
