Commission reallocates ARPA leftovers to regional PSD for treatment-plant upgrades

Harrison County commissioners voted Nov. 13 to reallocate remaining ARPA funds from finished projects in Lake Floyd and Sun Valley to the Enlarged Pepsiball Public Service District to support treatment-plant upgrades and merger-related work.
Zach Dobbins, consultant with Bennett and Dobbins, told the commission that the county previously allocated $2,550,000 from ARPA for three districts and that Lake Floyd’s project is complete; the excess $216,848 could be shifted to the enlarged district. He said the move will help fund pump-station revitalization, avoid issuing additional municipal debt or bonds, and keep rates lower for customers.
Dobbins also described an application to the Infrastructure Jobs Development Council for a grant‑funded Indian Run project that could add about 20 customers—many with contaminated wells—to the system.
Commissioners clarified the allocation amounts during discussion and approved the reallocation on a voice vote. One commissioner asked staff to prepare formal letters documenting the ARPA reallocations for each impacted entity so recipients will have records for annual audits; staff and the consultant supported the request.
The commission did not vote on new rate changes. It directed staff and consultants to proceed with the transfers and to provide documentation to affected public service districts.
