Committee reviews INDOT grant for FY2026 planning, hears update on US 421 small‑structure letting

Tim Stroshan, APC assistant director for transportation, explained the grant structure and budget assumptions. "So the way that it works is that 80% of the cost for that is paid by INDOT," Stroshan said, noting grant coding in the packet (SPR for INDOT share, LPA for local share). He said the packet shows the total work estimate at just under $40,000 and stated, "of which the maximum you guys would pay would be the $7,867.87." Stroshan emphasized the final local cost depends on the scope and staff time charged to subtasks.
Stroshan told members APC historically budgets near $40,000 but can scale work down (and the committee would pay less than the cap if scope is reduced). He also said APC is exploring adding staff time in future years if local communities request more intensive planning services.
On project lettings, Stroshan reviewed the 18‑month INDOT list. He said a December letting produced a low bid for a US 421 small‑structure maintenance and repair project that was slightly over the engineer's estimate but under $1 million; INDOT's policy allows awarding projects under $1 million even when low bids exceed estimates, and the award was made. The project is estimated to be complete by July 31.
Stroshan cautioned that other January lettings had not yet been updated in INDOT's public database (some entries now show 'NL' or 'no longer let'), and he warned that inflationary pressures and the state budget process may push some projects outside the 18‑month window. He also said APC had received a federal review notice affecting some Tippecanoe County projects and staff will continue to monitor funding and schedule changes.
No funding approvals or contract awards were made by the committee at the meeting; staff will continue to monitor INDOT updates and report back as new information becomes available.
