City manager reports Foster Farms escrow progress, $150,000 Nature Park grant recommendation and public-safety events

At the Sept. 10 meeting City Manager Michael told the council the city is close to closing escrow on the former Foster Farms property and plans to acquire the half-block site for $1, with grant funding expected to clean up the site and prepare it for future ground-floor commercial and second-story residential uses. "We're gonna buy the property for a dollar," Michael said, adding the city submitted an application and received a recommendation from a congressional office for cleanup funding.
Michael also reported regional STANCOG funds for street improvements are anticipated in coming years and the city submitted a grant application to the San Joaquin River Exchange Contractors Exchange with a recommendation to receive $150,000 for an outdoor education center at the Nature Park.
Police also reported they will host a DUI checkpoint on Saturday funded by an Office of Traffic Safety grant (location within city withheld), and announced a low-cost animal clinic with spay/neuter vouchers for Newman residents at the Louis Newman Building on Sept. 21 from 8 a.m. to 11 a.m.
Parks and recreation staff noted new adult leagues and youth soccer activity during weekends and invited community participation. The council thanked staff and volunteers for the fall festival outreach.
