The Newman City Council on Sept. 10 authorized the city manager to use up to $640,000 in development impact fees to reimburse a developer for intersection improvements required for a proposed 3,800-square-foot fast-food restaurant at Merced Street and Highway 33.
Staff described the project site and noted it will require new curb, gutter, sidewalk, a widened Merced Street (5 feet) and relocation of signal equipment because turning radii are tight. "We're asking that the council authorize the city manager to go ahead and utilize up to $640,000 for intersection improvements," staff said, explaining reimbursement could be by cash or fee credits and that Caltrans will not cover these local costs.
Council discussed the scope of work, potential coordination with Caltrans on comments, and the fact that some signal equipment and conduit relocation may be needed. Unidentified Speaker 7 moved to approve the use of development impact fees for intersection improvements; Unidentified Speaker 3 seconded. The motion carried 4-0.
Staff indicated the city will require documentation of actual costs before reimbursement and that some work may need Caltrans permitting or further restriping depending on final Caltrans comments. The council's approval enables the city manager to proceed with funding arrangements contingent on cost verification and standard permitting.
