Board approves Brevard–Rosman water interconnect contract to boost emergency resilience

Transylvania County commissioners on Nov. 4 awarded a contract and adjusted the project budget for a Brevard–Rosman water-system interconnect intended to provide emergency water-sharing capacity between the two utilities.
County staff said the interconnect was included among ARPA-funded infrastructure priorities and is part of a broader US-64 corridor water and sewer extension effort. Bids for the interconnect came in above the prior estimate; staff recommended funding the difference from savings in related projects. The manager corrected a slide error in materials and said the recommended award was to Carolina Specialties with an adjusted project budget of $905,923 (previous budget $738,100).
The project scope is to install a manual transfer switch to allow one system to open lines and, in future phases, to permit an upgraded digital transfer if operational needs require. Staff said the work sits within the ARPA spending time frame and will be coordinated with Rosman and Brevard under existing MOUs that define maintenance responsibility for each section after construction.
Commissioners voted to award the contract by voice vote. The manager said staff will file required paperwork with the state Department of Environmental Quality to adjust the funding allocation.
Next steps: staff will execute the contract, file budget adjustment paperwork with DEQ, and coordinate construction and maintenance handoffs with both water systems.
