Alamance County approves zoning tweak, school laptop plan, courthouse design contract and ARPA reallocation

The Alamance County Board of Commissioners approved several administrative and budget actions at its December meeting, including a planning code change, personnel appointments, and capital and technology spending decisions.
In a public hearing, Matthew Hoagland, Alamance County planning director, presented an amendment to the unified development ordinance to add an optional certificate on subdivision plats noting that environmental health staff had not evaluated lots for septic installation. Hoagland said aligning the county process with North Carolina General Statute 160D‑803(b) motivated the change; the planning board had unanimously recommended approval. After public comment and discussion, the board voted unanimously to amend Article 8 by adding the new paragraph recommended by the planning board.
The board also accepted the planning board's unanimous recommendations to fill five vacancies on that advisory board and received a presentation of the county's 2024 audited financial statements from Martin Starnes & Associates, which issued an unmodified (clean) opinion. Auditors noted a small dip in unassigned fund balance to 19.87% (just under the board's internal 20% target) and several compliance findings requiring response letters to the Local Government Commission.
The board approved a resolution committing county support for a five‑year lease‑purchase agreement with HP Financial to replace 6,000 student laptops for the Alamance‑Burlington School System. Dennis Fry, ABSS executive director of technology, said the five‑year contract would total $1,664,995 (about $328,999 annually) and is structured as lease‑to‑own.
On the JV Allen Courthouse project, Assistant County Manager Brian Baker presented a contract with architect/manager CRA for design and construction‑phase oversight. The CRA proposal was approximately $3,148,000; the total project budget target is about $37 million. The board approved the CRA contract by a 4–1 vote.
Budget and calendar items passed as well: adoption of the 2025 meeting schedule and approval of the proposed budget calendar. The board also approved a modification to an ARPA allocation (item 7G) that swaps $544,000 originally slated for bidirectional amplifiers to instead obligate $504,000 for technology infrastructure purchases (including Microsoft 365 and enterprise licenses) and $40,000 for multifactor authentication licenses, ensuring the county meets the federal obligation deadline for ARPA funds.
