Alamance County commissioners voted unanimously to revise an ARPA allocation after staff said a supplier quote for bidirectional amplifiers arrived higher than anticipated and risked breaching the Treasury Department’s obligation deadline.
Finance staff proposed swapping $504,000 of ARPA funding (originally earmarked for bidirectional amplifiers tied to a mobile‑radio project) into eligible county technology infrastructure purchases that the county had already made from the general fund. Staff listed Microsoft 365 licenses for county employees, additional enterprise licenses, operating‑system upgrades and an information‑technology strategic plan, plus $40,000 for multifactor‑authentication licenses to enhance cybersecurity.
County staff reported the ARPA award as $32.9 million, with roughly $32.38 million obligated (98%) and $30.6 million expended (93%). Commissioners were told that if obligations are not executed by the Treasury deadline, the county could be required to return funds. The board approved the modification so the county could meet the obligation definition (contract or written commitment) and continue the radios project from another funding source.
Commissioners said radios for EMS would be funded elsewhere, and staff noted ongoing work to fully obligate and document ARPA projects. The motion carried by voice vote.
