Janet Graham, chair of the policy committee, introduced a staff presentation recommending small edits to the district's results governance policies to reflect current practice. Lee James, who presented the proposal, said the recommended changes would replace references to obsolete 'district consolidated goals' with the district strategic plan's performance goals and update the college‑and‑career readiness language to follow the South Carolina Department of Education's multi‑indicator definition.
Lee James said, "The overall student performance will meet or exceed the district consolidated goals," and then clarified the proposed wording swap from the consolidated goals to the strategic plan performance goals. He told the committee that the strategic plan is updated annually with a full redevelopment every five years, and that the district maintains the performance goals on its accountability website.
The suggested edits address R1 through R4 (general performance, numeracy, science and social studies). For R7 (college and career readiness), James proposed that the policy read that college‑and‑career readiness "will be measured using the criteria set forth by the South Carolina Department of Education in line with what our schools are responsible for," while retaining the on‑time graduation rate as "a very important metric" to report and meet or exceed strategic plan baseline goals. He said SAT and ACT composite scores would continue to be reported but not serve as the sole metric.
Board members responded positively to syncing reports with the strategic plan. David Cook said he appreciated the change and emphasized the value of year‑over‑year baseline comparisons in tracking growth. Several members urged that the performance goals be made easy to find rather than buried in a lengthy strategic plan document.
Next steps: staff will draft final policy language reflecting the committee's direction. The committee asked for the wording to be prepared for review at the upcoming December meetings so it can be considered as a business item for a future vote.
