Facilities committee authorizes $430,000 in design work for two HVAC projects

The Horry County Schools Facilities Committee on Oct. 21 authorized $430,000 in design funding to prepare for HVAC replacements at Waccamaw Elementary and Saint James Middle. The committee voted to use FY2024–25 capital improvement funds to begin design and permitting for the projects.
Joe Birch, who presented the proposals, told the committee the recommended design contract for Waccamaw Elementary would be “about $370,000” to start replacing aging water-source heat pumps, boilers and cooling towers in the 1984 and 1992 additions. He said the Saint James Middle design effort would cost about $60,000 to scope replacement of the cooling tower and boiler-room equipment that date to the school’s 1988 construction.
Birch said the requests are driven by facility-condition data and work-order history rather than a rotation schedule: “It’s driven by data,” he told the committee. He also reported the district had “about, I think it’s about 2,400,000.0 left in this year’s capital improvement budget” before the two design requests, and added the two items would reduce that balance to roughly $1.97 million.
James Edwards moved to approve the two design contracts and Janet Graham seconded. The committee approved the motion by voice vote; the committee’s approval will be shared with the full board, although Birch said starting the design work does not require additional full-board authorization.
The district plans to return to the committee with design estimates and a recommended construction budget after design is complete. Birch said the work could be staged over multiple fiscal years if total renovation costs prove higher than anticipated.
What happens next: Staff will proceed with design and permitting, return budget estimates when available, and include project-construction budgeting for future fiscal planning.
