Board upholds student appeal, approves two principals and names two new elementary schools

After executive session the board voted to uphold the district appeal board’s decision regarding a student assignment, approved two principal hires to lead new schools with January 2025 start dates, and adopted names for the two new Carolina Forest elementary schools: 10 Oaks Elementary and Pine Island Elementary.
Following executive session, the board returned to open session to consider a student appeal and personnel actions. Pam Dawson moved to uphold the district appeal board's decision to assign the student to XOR (SOAR) Academy; an amendment from David Cook to modify the outcome (remove a drug possession finding, add a vaping device finding, and allow the student to return to Myrtle Beach High School) was offered and defeated. The board then approved Dawson's motion to uphold the district appeal board's recommendation.
In personnel business, the board approved staff recommendations for leadership at the two new elementary schools. Staff recommended Andrina Baker as principal of the Carolina Forest Boulevard school with a requested start date in January 2025 to allow a semester of preparation; the board approved the recommendation. The board also approved Dr. Michael Raymond for the principal position at the Ronald McNair Boulevard school, likewise with a requested January 2025 start.
The board also voted to adopt names recommended by the naming committee: the Carolina Forest Boulevard school will be "10 Oaks Elementary School" (mascot: red fox; colors: red/maroon and silver), and the Ronald McNair Boulevard school will be "Pine Island Elementary School" (mascot: pelican; colors: green and yellow). Votes on the personnel recommendations and school names were recorded via the board's voting machine; the chair reported the approvals appeared unanimous.
No fiscal or programmatic changes tied directly to the hires or names were announced at the meeting. Staff noted personnel allocations and budget parameters for 2025–26 would be considered in subsequent agenda items and could be adjusted by the full board.
