Under the council's new annexation method, the council also approved annexation and conditional zoning to R‑15 for 510 West Oak Highway. Planning staff reported the property owner submitted an annexation covenant with no objections and welcomed the family to the city. A second annexation for 100 Carson Street was presented similarly under the utility‑service annexation covenant process; staff noted surrounding parcels and lot‑size differences explain recommended R‑15 versus R‑25 zoning choices.
One development application (submitted by Amber Crane and Josh Thomas of Thomas and Crane) was withdrawn after staff reported DOT would permit only two driveways on the site, which prevented the applicant from proceeding with the proposed site plan; the council tabled that ordinance at the applicant’s request.
Council members said the new annexation procedure will streamline routine utility‑driven annexations and that a planning‑commission public hearing was held for several rezoning requests. Staff said additional rezoning items would appear individually on first reading and be bundled on the next meeting’s consent agenda for final action if unopposed.
