The Franklin City Council on Feb. 19 approved Amendment No. 2 to an interlocal agreement with the Indiana Department of Transportation (INDOT) for the US 31 corridor project, changing cost allocations after low‑bid construction results.
Assistant City Engineer Matt McElroy explained the amendment revises the city’s share of construction costs, increasing Franklin’s contribution by $62,650. McElroy said the city’s revised construction obligation is $1,259,125. He also stated that INDOT’s share rose to $18,400,000 based on the low bid and that the Franklin Redevelopment Commission previously contributed $3,200,000 toward the project.
Mayor Barnett reviewed the project history, noting past engineering cost‑sharing discussions and the city’s use of EDIT (Economic Development Income Tax) and RDC funds to cover the local portion of the project. McElroy and staff reported the city had obtained RDC and Board of Works approval and would pay the city’s share upon receipt of an invoice from INDOT so construction could move forward. Council approved the amendment on a voice vote.
Council members said they understood the need for pedestrian improvements, safety enhancements and drainage work tied to the project. Staff noted a construction start window and that the city may have to pay its share up front when INDOT invoices the city.
