Chickasaw County board approves TIF pre-approval, surplus-sales plan, hires dispatcher and OKs SDS contract

The Chickasaw County Board of Supervisors approved several measures during its Sept. 20 meeting, taking votes on a TIF-related resolution, surplus-property disposal plans and personnel and procurement items.
Resolution 0923-24-40: The board adopted Resolution 0923-24-40, which pre-authorizes signatures on individual city agreements related to urban renewal areas within a two-mile distance of the proposed renewal area. County staff emphasized the action “doesn't commit any funds” and is procedural to allow the auditor and board chair to sign city agreements. A roll-call vote was recorded as ayes by the attending supervisors and the resolution passed.
Surplus furniture and vehicle disposition: Facilities staff reported large inventories of unused desks, file cabinets, chairs and other equipment stored in county facilities and asked permission to hold public inspections and a sale. The board set publication and inspection timing (staff to publish notices by Oct. 18, public inspection/viewing dates and opening of bids on Oct. 20 were discussed) and authorized the sale process. Separately, the board approved using Purple Wave, an online auction service, to sell two decommissioned Dodge Durango vehicles (model years 2016 and 2017); staff noted Purple Wave charges a buyer’s premium and does not require a seller listing fee.
Personnel: Sheriff Ryan Shawber recommended hiring Cassie Kilcher as a dispatcher/jailer. The board approved the hire; the transcript records a starting date and an hourly rate in the hiring motion as presented to the board.
Safety Data Sheet (SDS) management contract: Safety director Renee Carey introduced Matt from Velocity EHS, who demonstrated an electronic SDS/eBinder product designed to centralize county chemical inventories, deliver automatic updates and provide offline access to staff in the field. The vendor presented a three-year pricing schedule (year one $3,224.90; year two and three with modest increases) and noted a promotional waiver of implementation fees if the county contracted within the month. The board voted to enter a three-year contract with Velocity EHS and to split the first-year cost between secondary roads and general services as discussed.
Claims and payroll: The board approved claims of approximately $216,292.16 and approved payroll for Sept. 20, 2024; members discussed correcting a coding error that had assigned Hawkeye Alarm charges to the heritage center instead of the sheriff’s office.
Next steps: Staff were directed to circulate city agreements associated with the resolution, to publish surplus-sale notices and to proceed with contracts and hires as authorized. Several items will return to future agendas for follow-up and final implementation.
