Oregon Youth Authority intergovernmental agreement: Commissioners approved a renewed agreement among the Oregon Youth Authority, Linn County and Benton County that governs the Linn Benton Detention Center campus and runs from Jan. 1 through June 30, 2044. Matt Weatherall said the agreement clarifies communication, conflict resolution and a methodology for calculating and reconciling expenses; Benton County retains a first right of refusal if Linn County stops operating the facility. The motion to approve the agreement was made and seconded; commissioners voted aye.
Transportation Growth Management grant applications: The board authorized the Natural Areas, Parks and Events Department and the Community Development Department to each submit an application to the DLCD/ODOT Transportation Growth Management program (category 2: Integrated Land Use and Transportation Planning) for a master trails plan update and an evacuation assessment. Each application listed a preliminary request of $200,000; ODOT/DLCD will assess final costs and run any procurement for consultants. Commissioners voted to approve the two resolutions to submit the grant applications.
Library services IGA amendment: The board authorized the chair to sign an amendment (and related documents) to the intergovernmental agreement among Benton County, the city of Corvallis and the city of Monroe to extend Monroe’s termination notice and allow further discussions. The motion was approved.
Service-district delinquent-sewer-account certifications: The Alpine County Service District and the South Third County Service District meetings certified lists of delinquent sewer accounts for collection under ORS 454.225 (resolutions R2024-017 and R2024-019). Both motions were approved by roll call/voice vote.
All measures described above passed during the meeting; the board recessed to county-service-district meetings and later returned to enter executive session for labor negotiations under ORS 192.660(2)(d).
