Benton County approves applications for two homelessness pilot grants

April Holland outlined an IHN Delivery System Transformation (DST) pilot proposal that would fund landlord engagement, limited‑duration staff (a coordinator and navigator), outreach, and tenant supports for the county’s Flexible Housing Subsidy Pool. Holland said the DST pilot contracts last 12–24 months and, if awarded, would require funds to be distributed by the end of calendar 2025.
Holland also described an Oregon Housing & Community Services pilot called Housing360 focused on rehousing people with behavioral health needs and reducing racial disparities among that population; county staff consider the coordinated office well positioned to compete for this pilot funding.
The board voted to authorize staff to apply for both grant opportunities; no award acceptance or program funding was approved at the meeting.
Ending: The county’s coordinated homeless response office will complete applications and, if awards arrive, return to the board for any required acceptance or program decisions.
