Paramount Unveils 35% Expansion Plan for Paramount Park Community Center; $9.7M Cost Estimated

City staff and the design team Studio 1 11 presented conceptual plans for an expansion of the Paramount Park Community Center on Dec. 17 that would add roughly 4,500 square feet (about a 35% increase) to accommodate seniors and community programming.
Community Services Director Yesenia Guillen said the expansion is intended to relieve capacity constraints and enhance services for seniors and residents. "This expansion will ensure that the senior center and citizens continue to have access to enriching activities," Guillen told the council.
Justin Roth, architect and project manager with Studio 1 11, outlined proposed changes that include a 950-square-foot increase to the banquet hall, removal of a fixed stage in favor of a portable stage, and creation of dedicated rooms for fitness, arts and crafts, music and card games. The design adds an outdoor senior lounge and an additional patio to strengthen indoor-outdoor connections.
Guillen said funding to date consists of a $7.3 million state park development grant secured in 2018 and a $500,000 contribution from Congresswoman Barragan; staff will pursue additional sources to meet the project estimate of $9.7 million. Bidding is planned for fall 2025 with a construction contract award in early 2026, she said.
