Commissioners adopt STIF suballocation method and approve 2025–27 projects, add OSU mobility hub

Benton County commissioners on Dec. 17 adopted the county’s suballocation methodology for the Statewide Transportation Improvement Fund (STIF) and approved the county’s STIF project list and budgets for fiscal years 2025–2027, with one project conditionally approved pending review.
Staff presented the two decisions to the board: adoption of the suballocation methodology used to allocate STIF funds across subrecipients, and approval of the prioritized project list. "We have to submit this to ODOT by January 16," staff said, explaining the need to finalize the list. Staff added the OSU mobility hub to the 2025–27 list after learning the project could not expend previously allocated funds this cycle due to permitting delays.
The board moved to adopt the suballocation methodology and approved the motion by voice vote. Commissioner Pat Malone moved to adopt the methodology; the motion was seconded and the board voted in the affirmative. The board later moved, seconded and approved the project list and associated budgets, conditionally approving the Oregon Cascades West Council of Governments (COG 3) project pending STIF advisory committee review.
What was included and not funded: Staff told commissioners that Benton County’s discretionary match requests for two county items (a security fence and a vehicle replacement) were not funded by the STIF rankings; staff included the full cost for those items on the submitted list so the county could pursue them if funds free up.
Mobility hub details: Staff described the OSU mobility hub as a regional transit node sited near Jefferson and 15th (near McNary Hall) on land OSU will donate, with shelters, benches, bike parking, improved lighting and a widened pedestrian walkway. Staff noted space was reserved for future charging stations but charging is not funded in the first phase.
Next steps: Staff will submit the approved list to the Oregon Department of Transportation and pursue committee review for the conditionally approved COG 3 project. The STIF advisory committee will complete review in early January; the board will revisit if that review changes the county’s submitted list.
Ending: The board approved both the methodology and project lists and acknowledged staff for the work of compiling and scoring projects.
