During public input and subsequent discussion, Speaker 3 proposed that Buffalo County print vouchers in a format that lists who a payment is to, what it is for and the amount, similar to a practice Speaker 3 described from another county.
Speaker 3 argued the change would better inform taxpayers: "It's informing the taxpayer, and it should cut down on people coming in and looking at vouchers during the month," the speaker said. The speaker also said current voucher abbreviations and initials make it difficult to tell who payments are for and what they were for.
Commissioners discussed feasibility and whether other counties use similar formats; Speaker 2 said practices vary and that changing format would be different from historic practice. Speaker 1 suggested placing the voucher-format proposal on a future agenda so staff can examine options and potential costs.
Why it matters: more detailed voucher printouts affect transparency and public access to information about county spending; the commission agreed to consider the change on a later agenda.
