Commissioners approved Resolution 24‑58, the 2025 pay plan, which sets positions, full‑time equivalents and wage grades by department; staff provided an updated spreadsheet with a 10‑year look‑back to accompany the plan.
The commission also approved Resolution 24‑59 to move contingency dollars where needed; staff noted about $600,000 was budgeted for contingency this year and roughly $66,000 was used. Separately, the board authorized a cash transfer from the general fund to the jail expansion debt service fund to align fund balances with the contingency actions taken earlier in the meeting.
An automatic supplement was approved to recognize an unanticipated 911 remittance (receipt number 00709007) of $37,739.55 into the applicable general line; staff explained the remittance is pass‑through revenue distributed to the 911 call center.
The county approved Agreement 24‑97 for juvenile detention services and Lutheran Social Services shelter care for 2025; staff said daily rates increased (JDC by approximately $39/day; shelter care saw a smaller per‑day increase). The commission also approved multiple general law‑enforcement service agreements with the cities of Volga, Aurora, White and Elkton (Agreements 24‑98 through 24‑101), which set hours per week and adjust hourly rates for some communities.
A public hearing on transferring a retail on‑sale wine and cider license for Good Roots Farm and Garden LLC drew no public testimony; the transfer was approved. The board also renewed a retail on‑sale liquor license for Beach Bombs Incorporated for 2025.
Most votes were recorded as "motion carries" or passed by roll call; staff recorded roll calls and announced approvals for the listed items. No substantive public opposition was entered on these agenda items.
