NC State team presents 10-year enrollment, land-use and school-capacity analysis to McDowell County board

McDowell County Board of Education members on Oct. 14 heard preliminary results from a districtwide enrollment and land-use study conducted by a research team from North Carolina State University.
Thomas Dudley and Brian/Frank Godfrey, representing the Institute for Transportation Research and Education’s ORED group, described a three-part study combining a county development inventory, geographic-information-system analysis and membership forecasting. The presenters said the county has about 15 developments in the pipeline, concentrated in Marion and Old Fort, and that those projects were a major input to the forecasts.
The team showed a 10-year projection for each school, including current capacities and forecasted membership. “This is a durable analysis. This is the type of thing that isn’t going to change overnight,” the presentation said, noting the district currently shows an absence of overcrowding. Presenters identified an approximate 1,000-seat difference between elementary enrollment and capacity across the district, meaning there is existing unused elementary capacity in many outlying attendance zones.
At the same time, the study’s optimization scenarios placed a future elementary-capacity need nearer the county’s population center around Marion and Eastfield. The presenters described a “what-if” scenario that modeled taking Marion and Eastfield offline and locating optimal new elementary capacity in a central red-circle zone on their maps to serve projected future demand.
Board members pressed for more granular data. The presentation team said county-level counts for homeschool and private-school students exist but that more detailed, school-by-school splits are limited; they also said student-generation rates (SGRs) were used to estimate how many students new subdivisions would produce. The presenters said some limited county-by-county voucher application data exist for recent months but that the long-term effect of vouchers on enrollment remains uncertain.
The board requested follow-up materials including attendance-zone overlays mapped to the 15 proposed developments and additional tables showing which developments fall in which school zones. Presenters agreed to provide those items to the district.
Next steps identified by board members included reviewing the study’s optimization scenarios in committee and using the analysis as one input for long-range facilities planning, while recognizing that a large employer or a rapid redevelopment could change projections.
