Ottumwa board approves multiple capital projects, policy readings and SBRC spending authority

The Ottumwa Community School District board approved a package of facility projects, policy second readings and requests for spending authority during its regular meeting.

Under the board’s financial stewardship priority, district staff outlined several resolutions and recommended posting notice and seeking competitive bids. Staff estimated the Tomahawk HVAC control replacement at about $750,000 and described a larger Phase 2B high‑school renovation estimated at about $3,600,000; both projects will go out to bid with a pre‑bid meeting and sealed bids due Jan. 21 and an anticipated completion for students by August 2025. The district also described an Evans roof repair or replacement estimated at about $267,000.

On facility purchases and repairs, staff discussed replacing one of the high‑school elevators (bid discussion cited roughly $148,000 for one elevator), renovating the OHS cafeteria terrazzo (recommended bid $47,900), and repairing the Wilson parking lot (presenter read a bid figure on the record that was unclear in the transcript; the presenter asked the board to approve that bid). Athletic‑related purchases discussed included roughly $13,000 for foyer furniture, an additional $21,000 for conference tables and chairs, and equipment for the new competition gym (score tables, 72 sideline chairs, training‑room equipment, video/ScoreVision software and huddle cameras). Athletics staff said the district plans to install a very large high‑school video board and presented vendor quotes for the scoreboard and media systems.

Separately, the board approved a motion grouping multiple capital and purchase items (items listed on the agenda and discussed in the meeting) and approved the grouped purchases by voice/hand raise.

The board also approved the district’s School Budget Review Committee (SBRC) spending-authority requests. District staff explained that SBRC authority does not provide additional funding but allows the district to spend in the current year for amounts that will be recognized by the state formula later. The board approved $85,303 for increasing-enrollment authority and $481,681 for open‑enrolled‑out students not included on the prior year count; the district did not request additional EL authority because it has carryover funds for EL services.
