San Marcos council appoints Measure Q oversight members, swears in new councilmembers and honors outgoing deputy mayor

The San Marcos City Council used its Dec. 10 meeting to finalize appointments to a Measure Q Citizens Oversight Committee, administer oaths of office to newly elected and reelected council members and to recognize the service of outgoing Deputy Mayor Sharon Jenkins.
After hearing from a slate of applicants with backgrounds in auditing, finance, engineering and public service, the mayor moved to appoint Chris Freeman, Justin Matsushita and Marla Tressel to the Measure Q Citizens Oversight Committee. The council voted in favor; Marla Tressel was designated to the short term expiring 06/30/2027, while Justin Matsushita and Chris Freeman were appointed to full terms (expiring 06/30/2028), according to the motion recorded at the meeting.
Applicants described the committee’s role as financial oversight and audit review rather than advisory control over spending decisions. Marla Tressel, who participated in the applicant pool, noted an estimated $22,000,000 in annual receipts from Measure Q and framed oversight as a tool to build public trust: "These funds will also help the city maintain public safety, parks and recreation, and community facilities," she said.
The council also held ceremonial oaths. Edward (Ed) Musgrove repeated the oath of office and was congratulated by colleagues; Danielle LeBlanc was sworn in as a new member and gave brief remarks thanking voters and saying she is honored to represent the city. Mayor Jones and other councilmembers offered tributes to Deputy Mayor Sharon Jenkins, noting her service on the San Marcos Unified School District board, leadership on multiple ballot measures and long-term volunteer work. The city presented a token of appreciation and staff invited the council and guests to a small reception following the meeting.
Councilmembers and members of the public used the meeting to emphasize continuity and to encourage continued public participation on commissions and committees. Staff said applicants who were not selected would be notified of other openings in January; the mayor directed staff to follow up with applicants.
