Junction City Council on Nov. 12 took a series of routine and programmatic votes, authorizing staff to advance environmental compliance and community events while making appointments and awarding a park resurfacing contract.
DEQ mutual agreement order: After staff and representatives from the Department of Environmental Quality reviewed a draft Mutual Agreement and Order (MAO) related to wastewater/permit obligations, Councilor Leach moved and Councilor Weishberg seconded a motion to authorize the city administrator to sign the agreement "as presented." Council discussion centered on timeline feasibility (smoke testing and CCTV of the system) and DEQ’s ability to amend conditions. Council approved the authorization unanimously.
Planning commission appointments: The mayor indicated intent to appoint Jim Creech and Darren Olsen to regular four‑year planning‑commission terms (through Oct. 31, 2028). Councilor Hancock moved to approve the mayor’s appointments; the motion passed.
Event street closures: The council approved a street‑closure request for YuleFest (Greenwood Street, Fourth–Fifth) for Dec. 5–8, 2024, and approved a separate street closure for the city’s light parade on Dec. 6, 2024 (6:45–8:30 p.m.), both as conditioned in the staff attachments. Motions were moved and seconded and each passed unanimously.
Park resurfacing and conversion: Staff recommended awarding a resurfacing and conversion project for Bailey Tennis Court to Pacific ACE Surfacing Solutions (bid $62,675) to convert the facility into three pickleball courts and a full basketball court. Council approved the contract not to exceed $75,210 (including 20% contingency), funded from 2024 park system development fees.
Other business: Staff updated the council on police hiring and training, evidence‑storage transitions, parks master‑plan outreach and the state public‑meeting/public‑records training requirement. Councilors discussed protocol for detailed MAO work and agreed to schedule dedicated work sessions or committee time to review MAO implementation, funding options and timelines.
Next steps: Staff will advance the DEQ signature per council authorization, proceed with the approved procurement and scheduling for the park project, and provide draft planning commission appointment paperwork and scheduling as needed.
