Staff said Union Pacific Railroad will replace and upgrade the railroad tracks first, then the city's contractor will pave adjacent asphalt to create a smooth transition to the new steel‑concrete track. Work requiring full crossing closure will occur during two separate 55‑hour weekend windows starting at 10 p.m. Friday and reopening by 5 a.m. Monday; other work will take place on weekdays.
The council declared the project categorically exempt under CEQA Class 1, section 15301 (rehab of existing facilities) and approved project plans and a 30% construction contingency ($72,000) for a combined total expenditure of $580,001.40 with funding from Measure M/local and gas tax sources.
Public Works reported two bids were received; Cali State Paving was the lowest responsive bidder. Staff said UPRR indicated construction could begin between December 2024 and February 2025 and that the city's paving would follow shortly after.
Councilmember Francis moved to award the contract; Mayor Pro Tem Tanaka seconded, and the motion passed on a recorded roll call of the members present.
