The Gardena City Council held a public hearing on the Consolidated Annual Performance and Evaluation Report (CAPER) for fiscal year 2023–24 and authorized staff to submit the CAPER to the U.S. Department of Housing and Urban Development.
City Manager noted the CAPER is a federally required annual reporting document on the city's use of Community Development Block Grant (CDBG) funds and that the draft had been available for the required 15‑day public review period. No members of the public spoke on the CAPER; the mayor closed the hearing and a motion to authorize submission was approved by roll call (motion made by Mayor Pro Tem Tanaka, seconded by Council Member Henderson).
Separately, the council approved its consent calendar after staff pulled items 8H (which was then approved separately) and 8L (continued). The motion to approve the consent calendar was made by Council Member Francis and seconded by Council Member Henderson; roll call indicated unanimous approval for the main consent items. Item 8H was moved and seconded and approved by roll call.
No fiscal impact was reported for the CAPER submission action at the meeting. The CAPER authorization directs staff to file the report with HUD as required.
