The Gardena Planning Commission voted to postpone adoption of a drafted denial resolution for the tire shop at 1818 West Redondo Beach Boulevard and directed staff to monitor site improvements for three months before returning the item to the commission.
Staff summarized the site's compliance history: a director issued a notice of revocation earlier this year for failure to meet site plan conditions under Site Plan Review No. 4‑15; the appellant appealed and the commission previously asked staff to draft a resolution denying that appeal. Staff told the commission that code‑enforcement inspections on Sept. 5 and Sept. 26 showed the business had removed tires from much of the site and cleared access, and that building and safety permits were issued as of Sept. 27. However, staff noted that physical construction had not begun and no inspections had been requested as of the last inspection.
Commissioners expressed frustration at the long timeline for required improvements and pressed staff on whether staged permits were sufficient proof of progress. One commissioner said the property had not complied for “9 years, 1 month, and 1 day,” highlighting long‑running noncompliance concerns. Commissioners repeatedly requested evidence of actual physical work (landscape planters, concrete work, striping and a trash enclosure) rather than permit records alone.
A motion to postpone adoption of the denial resolution and continue monitoring the property for three months passed on roll call. Commissioner Khan, Vice Chair Ronald Reitschher and Commissioner Steve Sherman voted yes; Chair Daryl Henderson voted no. The commission instructed staff to return the matter for review at the Jan. 7, 2025 meeting (the commission also discussed alternate January meeting dates and selected Jan. 7). If progress is insufficient at that time, staff indicated it will bring the drafted denial resolution back to the commission for formal action.
The commission’s action tonight is procedural: it kept the option to pursue revocation open but allowed additional time for the permit holders to begin the required physical improvements.
