Luis Chao, a volunteer with Gardena Meals on Wheels, said he had collected more than 130 signatures and asked the council to consider benefits for part‑time staff after describing an employee (named in his remarks) who he said works 37 hours per week but receives no benefits. Mayor Serta directed the city manager and HR staff to provide more detail about the city’s part‑time versus full‑time policies and thanked the volunteer for bringing the petition forward.
Paul Randall updated the council on Mama Rosa’s food pantry (he said the pantry received 10,000 pounds of food and served 403 households during a limited opening) and asked for help locating grant funding to cover delivery fees after losing a prior grant. Maureen Hill petitioned for a traffic signal at 131 and Vermont, citing a review of accident records since 2008 that she said showed seven crashes at the corner; Mayor Serta turned the petition over to the police chief and public works for explanation of traffic studies and warrant processes.
Other speakers included business owner Puya Youssef, who offered in‑kind assistance and partnerships for city programs, and Andrea Simmental, Gardena Mamie Deer Library community library manager, who announced upcoming library programs and a vaccine clinic. Mayor Serta and staff offered referrals (HR, public works, and recreation staff) for follow‑up and pledged to return with more detailed procedural information where appropriate.
What happens next: HR was asked to explain benefit rules for part‑time staff and the police/public works departments will advise on the traffic petition process; petitioners were told staff would follow up and place any related items on a future agenda as needed.
