Council awards $5.3 million Artesia Boulevard reconstruction contract and approves related street projects

The Gardena City Council on Sept. 10 approved a multi-part package of infrastructure contracts that will reshape Artesia Boulevard and advance several sidewalk and safety projects.
Public Works recommended awarding the Artesia Boulevard Arterial Improvement Project (Job 935) to DASH Construction Company for $5,311,004.40, with construction management and inspection to Anser Advisory for $358,002.79 and a design contract change order to Canon Corporation for $52,181. The project scope includes traffic signal upgrades at five intersections, three extended left-turn pockets, full grind-and-overlay of pavement, irrigation and median landscape improvements, and concrete sidewalk/curb/ADA ramp replacements. Tentative construction start date is April 2025 with a six-month duration stated in staff materials.
Public Works staff said funding combines Measure R and other regional and local sources and that the project included a standard 18% contingency appropriation. “This will be a complete redo of Artesia from Vermont to Western,” the Public Works representative told the council, describing upgraded medians and new signals.
The council also approved a separate pedestrian safety improvement (FY23–24 phase 2, Job 527) to repair uplifted and damaged sidewalks, curbs and driveways within Maintenance District Zone 2. The recommended low bidder, Cal Band Inc., will perform the work for $199,006.79 with contingency and inspection costs, and the project is scheduled tentatively for Nov–Dec 2024.
Councilmembers asked clarifying questions about traffic staging, night work for paving and notifications to impacted property owners. Staff said paving and striping will be conducted at night (8 p.m.–5 a.m.) with at least one lane open during paving and two lanes open during daytime non-paving activities; property owners will receive notices one month and two weeks ahead of work, with additional notices if access is impacted.
Motions to award the Artesia contract package and the pedestrian safety contract were both adopted by roll call votes.
