Mayor Serta opened the meeting and the council first approved reassigned delegate and alternate seats to outside bodies after a short staff briefing. Councilmember Francis moved the reorganization; the motion was seconded by Mayor Pro Tem Tanaka and carried on a roll call vote with all members voting yes.
