Junction City — The Junction City Council on Dec. 10 approved an annexation and rezone of four tax lots along Highway 99 South, adopting Ordinance No. 1 that moves the parcels into the city and zones them general commercial.
A planner presenting remotely told the council the four tax lots total about 1.44 acres and are planned commercial in the city’s comprehensive plan. The Planning Commission unanimously recommended approval on Oct. 15, 2024, and staff found no wetlands or mapped environmental hazards on the subject tract.
The planner described a technical mapping snafu identified during Department of Revenue review: Lane County adjusted a tax-lot configuration that made a small corner appear outside the city’s urban growth boundary (UGB) on the city’s map. After consulting legal counsel, staff recommended a ministerial update of the legal description of the UGB rather than pausing the annexation. "We don't think you need to pause your annexation process and make the applicants wait," a city attorney advised.
Council read Ordinance No. 1 in full; the ordinance describes the annexation and rezoning of Lane County Assessor’s map parcels and references findings of fact attached as exhibits. The council then voted to adopt the ordinance; the motion passed unanimously.
Why it matters: The rezoning to General Commercial aligns the property with the comprehensive-plan designation and makes the parcels available for commercial development under city land-use rules. Staff noted the property already had water and sewer access for existing uses but that any new development would need to coordinate with ODOT for access off State Highway 99 South.
Next steps: Staff will record the ordinance with the state and notify Lane County and other interested parties, and will update the city’s UGB legal descriptions and zoning maps to reflect the change.
