Junction City council approves up to $25,000 contract with PFM Financial Advisors to study utility funding

The Junction City Council on Sept. 24 approved a time-and-materials contract with PFM Financial Advisors LLC to advise the city on funding options for utility infrastructure.
Administrator Kendall told the council the contract had completed legal review and was structured as a time-and-materials engagement with a $25,000 not-to-exceed cap. He said the work would be used only as needed and that, if the city did not require services, it would not incur the cost. Kendall said the expense will be charged to the Sewer Professional Services line in the Sewer Capital Fund.
A councilor moved to approve the agreement and to authorize the city administrator to sign the contract; the motion was seconded. The council conducted a roll-call vote and recorded unanimous passage by the five members present. An earlier roll call indicated one councilor was absent.
There were no public comments on the item and no amendments were offered. Staff characterized the contract as an enabling step to help the city explore financing mechanisms and did not set a project or scope beyond the consultant review. The city will proceed with contract execution and will use PFM as needed under the not-to-exceed amount.
The council moved on to a work session after the vote.
