Council awards engineering contracts for Fifth and Tenth Street reconstructions to RC Group

The Junction City Council on Oct. 8 approved two engineering contracts to design street work on East Fifth Street and the Tenth Street extension.
Public Works Director Kevin told council Fifth Street (Birch to Deal) needs reconstruction after a new 5‑inch water line is installed. Two engineering bids were received: HBH at $40,000 and RC Group at $23,890. Staff recommended RC Group based on scope alignment and prior work. Councilor Hancock moved to award the engineering and design contract to RC Group in an amount not to exceed $23,890; Councilor Leach seconded and the council approved the motion unanimously.
Kevin also presented the Tenth Street intersection project in the Rolling Meadows subdivision. A&O Engineering’s bid for the remaining half of the street was substantially higher (about $76,000–$79,000 in the materials presented); RC Group submitted a lower bid of $26,930. Kevin described safety concerns at the intersection and recommended completing engineering now rather than waiting for future development. Councilor Leach moved to award that contract to RC Group, not to exceed $26,930; the motion passed unanimously.
Both awards were framed as the design step so the city can advertise construction bids and bring those back to council for contract award. Council members noted the substantial price differences among bidders and thanked staff for pursuing competitive pricing.
Next steps: Public Works to finalize agreements and put design work out to bid for construction. Work will be funded from the appropriate public‑works capital projects budgets.
