Director Crocker told the council the water grant would be recorded as both revenue and capital outlay and is designated for the Alderdale well line item. He said the community center appropriation increase — $180,000 for construction — would be funded by a $40,000 transfer from the state revenue‑sharing projects-to-be-determined line and a $140,000 short‑term interfund loan that staff will budget for repayment in the next fiscal year.
"The first one is in the water capital fund, and it is to recognize a grant from the state of Oregon for a million dollars," Director Crocker said during his presentation. He added the community center increase would not change total appropriations across funds because the transaction moves appropriations between funds with repayment planned in the next budget cycle.
Councilor Weishburn moved to approve both resolutions in a combined motion; Councilor Hancock seconded. The motion carried unanimously after the roll call vote.
Why it matters: the $1,000,000 grant targets a specific water capital project and will be recorded in the Water Capital Fund; the community center appropriation uses a mix of a state revenue transfer and a short‑term loan so the city can proceed with construction work already bid and approved by the council. Staff said the $140,000 loan will be repaid in the 2025–26 budget year.
Council action: council approved the combined motion to adopt resolution 1 (water capital recognition) and resolution 2 (community center appropriation) and directed staff to implement the budget transactions.
Next steps: staff will record the grant in the Water Capital Fund and process the interfund transfer and loan documentation; repayment will be reflected in the 2025–26 budget.
