Council approves bike-lane removals, sewer-valve project, jail-contract renewal and park playground purchases

The Junction City Council on June 11 approved a series of staff-recommended actions spanning transportation, utilities, contracts and parks.
Bike lanes removed: Following multiple resident complaints about new bike-lane striping that impaired on-street parking in Rolling Meadows and the Reserve subdivisions, public works staff briefed the council and recommended removal. Public comments from residents Andrew Berry and Garrett Mason described parking problems and enforcement notices. Public Works staff estimated the work to remove or grind and reseal the markings would likely cost less than $10,000 and recommended options such as blacking out symbols immediately while scheduling grinding and seal work later. The council moved to remove the bike lanes on West Tenth (Rolling Meadows) and West Fifteenth (Reserve) and voted to approve the removal unanimously.
Sewer irrigation-valve project: Council approved a required automatic irrigation shutoff valve for the upgraded wastewater treatment plant that will stop lagoon irrigation when wind speeds exceed 15 mph and allow response to chlorine alarms. Staff reported parts cost $24,177.92 and installation/monitoring bid items $23,918 for a total of $48,095.92; the project will be paid from SDC funds. The council authorized the public works director to sign documents to proceed.
Springfield jail-services contract renewal: The police chief presented a renewal of the city’s contract with the Springfield Department for jail services (the city has contracted for jail services since about 2015). The updated contract includes a higher daily fee and staff recommended a two-year term to lock the fee; council authorized the city administrator to execute the renewal.
Park playground purchases: Council approved two playground equipment purchases. The Bailey Park purchase was approved not to exceed $59,875.20 (includes a 20% contingency for shipping/handling) and Gondama Park replacement equipment was approved not to exceed $26,737.03; both purchases were authorized for the public works superintendent to sign.
Quotes and public comments: Resident Andrew Berry told the council he cannot have visitors without risking parking violations, noting the bike lane "starts and ends in a dead end neighborhood" and has caused inconvenience. Garrett Mason said he disagreed with the need for the West Tenth bike lane and thanked staff for their review.
Next steps: Staff will notify affected neighborhoods, coordinate marking removal or black-out, schedule grinding/seal work as budgets and contractor availability permit, and proceed with procurement and installations for the sewer and park projects as authorized.
