Junction City awards parks masterplan and approves Bailey Park upgrades

The Junction City Council approved two parks‑related contracts on May 14. First, staff recommended and the council awarded HBH Engineering $82,500 to complete an updated Parks & Open Spaces master plan, citing the last update in 2010 and the need to reset SDCs (system development charges) and reflect recent growth.
Superintendent Tracer said HBH's proposal covered existing conditions, community outreach (forums), and coordination with the community services committee; the procurement used the city's existing engineering contract procurement pathway. Council approved the award and authorized the public works superintendent to sign the contract.
The council also approved HBH Engineering for a second task: preparing construction documents for Bailey Park upgrades at a fee of $21,584. The scope covers resurfacing of tennis courts, conversion of three courts to pickleball, a full basketball court and a small basketball court adjusted for younger players, and other site work. Tracer said the work will be funded with parks SDC funds and will be bid after design documents are complete.
Councilors praised the update and noted it will help the city capture fees and prioritize improvements that meet current community needs.
