Wendy Pogue, director of water resources for the Lake County Water Authority, presented a refined mission statement and performance measures designed to guide five-year planning and annual reporting. Pogue cited House Bill 11-05 and 70-13 and Lake County Code of Ordinances chapter 24-2 as authorities that define the authority’s role in natural-resource conservation and water-quality improvements.
Pogue said the authority will publish five-year plans and annual reports to the state legislature and the St. Johns River Water Management District, and she described programs and activities — including operation of a nutrient-reduction facility, green infrastructure projects, land acquisition and education programs — intended to meet performance objectives.
After questions from trustees about whether performance measures would later be populated with specific metrics, a trustee confirmed that Pogue will return with numbers as part of the five-year plan. The board then voted to approve the Executive Director's Recommendations 1 through 3 (including subitems 3-1 and 3-2). The motion was moved and seconded and passed unanimously (vote recorded as 5-0).
