Franklin County commissioners voted to adopt the updated Kansas Region J Hazard Mitigation Plan, a document county staff said is required for the county to remain eligible for hazard mitigation grants.
Tom, the county staff member presenting the plan, said the county has participated in the Region J plan for about 15 years and that adoption preserves grant eligibility for projects such as an upgrade to the storm‑siren activation system. Tom told the board the siren project has been approved for funding but not yet awarded and that the project would require a 75/25 match. He said the plan also guides future priorities such as flood signage and backup generators at sewer lift stations.
Commissioners were given the plan as an attachment with about 300 pages for review. After discussion and a motion to adopt, the board approved the resolution adopting the Kansas Region J Hazard Mitigation Plan for Franklin County.
The adoption allows the county to apply for mitigation funds tied to the regional plan and positions staff to pursue specific projects in future funding rounds. The county expects to return with project‑level funding requests and additional details as grant opportunities arise.
