Councilmembers said a staff-led petition infrastructure would empower neighborhoods to pursue zones when needed. Several members referenced nearby municipal examples (Santa Monica, Calabasas, West Hollywood) and said Ventura and Oxnard have similar programs. The council instructed staff to draft an ordinance and implementation plan so neighborhoods may initiate petitions and the city can determine staffing and fee structures.
