Lake County shifts $2.2 million in ARPA funds to urgent Wolf Branch/Britt Road stormwater work

Sean Bode, the county’s grants program manager, told the board that the county received $71,308,368 in SLFRF funds and must obligate the money by Dec. 31, 2024. Bode reviewed a package of project updates and new requests, including a staff recommendation to fund a mobile day-services unit for unhoused residents and to address several facility repairs.
Commissioners discussed prioritizing projects that address urgent stormwater needs. One commissioner moved to approve the staff recommendation with a change reallocating $2,200,000 from the Montverde infrastructure allocation to the Britt Road/Wolf Branch stormwater project; the motion was seconded and approved by voice vote.
The reallocation follows a revision to Montverde’s original $5,000,000 award. Under the updated breakdown presented by staff, Montverde’s allocation would cover $1,500,000 to cover previously incurred costs, $1,300,000 for advanced distributed wastewater treatment systems, and $2,200,000 reclassified for stormwater infrastructure projects.
Bode also noted other ARPA items: Livestream requested $200,000 toward a substance-use disorder treatment administrative package, the Weldon Sway public-safety communication tower came in under budget, and the Emergency Communication Operations Center audiovisual Phase 2 project exceeded its allocation by $89,135. Commissioners endorsed using project savings and reallocations to cover identified overages and urgent needs.
The board’s vote directs staff to update the ARPA project list and proceed with the reallocation; no additional public hearing or legislative action was required for this contract-level change. Commissioners praised staff and Montverde personnel for earlier work on wastewater options while emphasizing the county’s need to address immediate stormwater failures.
