Worcester staff outline pond remediation and planting plans for Elm Park

Assistant Commissioner Antonelli and Chief O'Dell updated the Veterans Memorial Parks & Recreation subcommittee on Elm Park’s pond issues on Dec. 16, describing a combination of structural and hydrologic causes for low water levels in the North Mere.
Antonelli said the pond’s bottom contains about four feet of peat and sand that allows water to percolate; the previous practice of pumping treated drinking water into the pond was halted about a decade ago because it provided only a short‑term fix. Staff have approved a contractor to remove sediment and are evaluating the outlet/weir on the Highland Street side and whether the Russell Street pump can be repaired or replaced to increase retention without relying on rainfall.
Options under consideration include dredging/removal of sediment, installing a new pond bottom lining to reduce percolation, and selective removal of invasive plants followed by spring wetland‑appropriate plantings. Antonelli said the project was approved by the conservation commission and that planting will be pushed into spring to allow proper timing for wetland work.
The committee asked staff to return with timing and next steps; Councillor Picillo moved to file the informational communication after the presentation.
