Board approves several school construction change orders, tables restroom modification item, moves forward on $2.4M canopy BG1

The Bath County Board of Education on Sept. 26 approved multiple construction-specific actions and advanced a BG1 submission for new canopies while tabling a restroom fixture change order.
District project staff reported that the Chanel Building renovation is nearly complete and that high school renovation work will continue into next year, with the gym as the last major area to be replaced. During the update, staff said the gym’s heating and air system is functioning but with several compressors out of service; repairs were deferred because the gym system is due for replacement during the March phase of work.
Change orders considered included: - PR21 (Chennault shop lab egress light upgrades): An electrical inspector required upgraded egress exit lighting in a shop lab. Staff proposed replacing the existing fixtures with egress-capable units at an estimated cost of $943. The board approved the change order. - PR23 (mechanical room exposed ceiling modifications): Because the ceiling was removed to access mechanical and electrical work, additional supports and modifications were required to satisfy the electrical inspector. The board approved this change order at an added cost of $7,628.18. - PR20 (sanitary napkin disposal adjustments): Staff presented two options to address cramped dispensers in three renovated girls’ restrooms: moving the existing dispensers for approximately $950 or replacing them with thinner shared dispensers for about $2,500. The board discussed contractor versus district self-performance, potential visible patching of partitions, and risk of visibility if a recessed option is used. The board voted to table item PR20 for further negotiation and did not approve it at this meeting.
On capital planning, staff presented a BG1 cost opinion for new canopies at Crossroads and Owensville Elementary schools. The estimate of $2,400,000 would cover four canopies (two per school), sidewalks, underground storm work, site lighting and asphalt rework, sized for roughly five buses and five–six cars per site. The district’s fiscal agent indicated the project would likely be funded from a local bond sale rather than the proposed local “nickel” tax. The board voted to approve submission of the BG1 (approval to submit the application, not approval to construct).
Board members asked practical questions about warranty implications and how underground storm connections and canopy placement could disturb recently replaced paving; staff said disturbed paving would be replaced and that final design could change the cost estimate. The board approved the listed change orders and directed staff to continue negotiations and design work for the canopy BG1 and for the tabling of PR20.
