Lansdale committees preview 2025 bond borrowing to fund pools, streets and sewer projects

Councilwoman Noblesby told the work session that the borough received a packet outlining three bond-borrowing options for 2025 — a tight wraparound option, a 20-year option and a 25-year option — with differing interest-rate profiles. She said bond counsel Ed Murray will appear at the March business meeting to present fuller counsel and that the council does not expect motions on borrowing until the March business meeting.
Noblesby listed proposed projects under consideration for bond funding: Whites Road Pool improvements, Edgemont Avenue rehabilitation, North Cannon Avenue Phase 2, Poplar Street rehabilitation and West Third Street rehabilitation. Committee discussion included the borough's current bond-payment schedule and how wraparound financing would keep early costs lower until older bonds are retired.
Public Works reported two shovel-ready projects (Cannon Avenue Phase 2 and Poplar Street rehab) that would require adding bidding, construction management and inspection scopes (approximately $23,000 and $19,000, respectively) if the bond borrowing proceeds. Public Works also listed sanitary sewer projects (Edgemont Avenue and West Third Street) as bond candidates and said design documents are ready for some items.
Next steps: bond counsel will present at the March business meeting; councilors and staff will reconcile costs and options before any borrowing motion is made at the full council meeting.
