Highlands County School Board approves policy updates, personnel items and vendor contracts

At its December meeting the Highlands County School Board approved a broad package of routine and governance items, including multiple policy updates, personnel actions and vendor awards.
Policy approvals: The board voted to divide a policy package and then individually adopted policies covering student misconduct, tutoring, standards of ethical conduct, professional learning, anti‑harassment, complaint procedures for staff, personnel files, curriculum development, virtual instruction, Hope scholarships and a suite of safety and emergency management policies. Each policy received a motion, second and roll‑call affirmation.
Personnel and consent items: The board adopted the agenda and approved the consent agenda, personnel recommendations and expulsions. It approved a requested waiver of the minimum high‑school‑diploma qualification for a campus monitor position at Avon Park High School for the 2024‑25 year, after a principal said the candidate is a longtime district employee who has begun GED coursework.
Contracts and procurement: Board members approved an extension of the school board attorney contract with Swain Harrison Woll, PA for calendar 2025. They also approved awarding a fencing contract at Rogers Scarborough Sports Complex to Delaney Fence, awarded a contract for locksets and hardware to Southern Lock (bid SBHC‑2425‑07), and approved Avon Park High School pool resurfacing to USA Construction (SBHC‑2425‑03).
Board members offered holiday remarks and thanked staff for implementation work on policies; no emergencies or additional actions were added to the agenda at the meeting.
What this means: The approvals finalize a set of governance and procurement decisions that were ready for board action; several items (liaison appointments) were tabled to the January 7 meeting for additional information.
