County moves to re-obligate remaining ARPA funds, authorizes iParametrics task order

Philip Smith Haines, identified in the record as the county administrator, briefed commissioners on the status of Saline County's American Rescue Plan Act (ARPA) Coronavirus Local Fiscal Recovery Fund allocation of $10,532,367.
Haines said "over 92 and a half percent" of funds are obligated and asked the Board to re-obligate $14,977.40 — much of it leftover from the Choose Saline County app — and to authorize a fifth task order with iParametrics in a range around $12,000 to continue quarterly reporting into 2025. He told the Board Treasury guidance requires funds be obligated by Dec. 30, 2024, and spent by Dec. 30, 2026, and that after Dec. 30 agencies may move funds between already-obligated projects but cannot obligate new projects.
Haines walked commissioners through remaining balances and near-term bills: a small outstanding vendor check ($69.83) for the Choose Saline program pending W-9, roughly $15,000 expected to roll forward for an Imagine Salina API support project, additional billing on several clean-water grants and a NexTech broadband invoice that increased the county's draw against its obligation by about $12,527.77. He also noted an outstanding balance for a Co-Responder pilot and a Fire District capital assistance item; he proposed an MOU to preserve capital assistance funds for Fire District No. 3 and said he would return to the Board on Dec. 30 with that MOU and a final accounting.
Commissioner (speaker 3) moved to approve RFA 2024-175 as presented. The motion was seconded and passed by a 5-0 voice vote.
