County approves Repath smartphone monitoring app for Community Corrections

Kellum told the Board Repath would allow officers to communicate with clients in real time, require periodic check-ins and offer limited GPS functionality at a lower recurring cost than continuous electronic-monitoring ankle bracelets. "This adds another layer to our supervision," Kellum said, and emphasized that clients without suitable phones would continue to use electronic monitoring devices when appropriate.
Kellum said the recurring cost to the county is $2,416.66 per month (reported in the presentation as $28,992 per year) and that an initial training charge would be $1,500; she said funds listed in the packet would cover the expense. Commissioners asked about phone loss or users turning off location services; Kellum said the product includes a photo-based check-in that records a location stamp and that staff would continue to use ankle monitors where necessary.
Commissioner (speaker 6) moved to approve RFA 2024-172 as presented; the motion was seconded and the Board approved the contract on a 5-0 voice vote.
The contract authorizes Community Corrections to pilot or implement the Repath app for adults and juveniles served under the KDOC funding umbrella, separate from the county's pretrial app used for locally funded clients.
