Linn County commissioners on Dec. 30 authorized a set of Memoranda of Agreement (MOAs) and capital commitments using ARPA funds to address landfill operations and vertical-expansion needs. Public Works staff presented two funding options that allocate money to purchase trucks, repay engineering costs and cover construction overages.
Staff described an MOA with the county clerk to reimburse previously paid compactor boxes, tipping-floor repairs and vertical-expansion engineering (staff packet referenced an amount recorded as "8557590" in the meeting documents). Commissioners then voted to enter that reimbursal MOA.
The board discussed whether to buy two or three new trucks. Commissioners decided to commit to purchasing two trucks and to retain the best existing truck as a backup. The commitment to the two-truck option was tied to a staff figure presented in the packet: "$381,664.56" for two trucks plus the remaining construction for the vertical expansion.
The commission also approved an MOA with Terracon to cover remaining vertical-expansion engineering work; the amount recorded in the presentation was $65,699.10. "We're looking at moving a hundred thousand over... so that half a million, I would encourage you to... repair each one of these sites," the Public Works Administrator said when describing priorities for the funds.
Commissioners approved the MOAs and truck commitment by voice vote and directed staff to prepare and sign the necessary MOA documents with the clerk and contractors.
Next steps: county staff will finalize MOA documents for the clerk and Terracon, proceed with procurement for the two trucks, and report back on contract and construction timing.
