Shawnee County approves detention purchases and transfers; corrections cites anticipated $2 million federal grant to finish behavioral health unit

The Shawnee County Board of County Commissioners on Dec. 5 approved several Department of Corrections requests intended to support detention operations and completion of a new behavioral health unit.
Corrections staff asked permission to solicit bids for FY2025 inmate clothing and supplies, which the board approved. Commissioners also approved selecting the lowest responsive bidder for 47 sets of equipment for the juvenile detention center at a cost of $87,357.02 to be paid from FY2024 unexpended detention funds.
Tim Phelps described a request to transfer FY2024 unexpended detention funds into job ledgers — 80% to facility projects and 20% to detention medical expenses — to create a pool of county dollars to help finish the third floor of the new behavioral health unit. Phelps said he is "expecting to get about $2,000,000 from the federal government by way of grant," and that county funding would supplement that award to complete construction. Commissioners approved the transfers unanimously, 3 to 0.
Phelps also provided an update on construction: crews have completed pier work (42 piers drilled 30 to 40 feet and poured with concrete), are working on the perimeter concrete wall, and will soon begin stairwell and elevator-shaft work; staff said the project remains on schedule despite some rain days.
The board’s approvals authorize procurement actions and transfers to proceed; the county did not report a signed federal grant in the meeting record and Phelps’ $2 million figure was stated as an expectation rather than an awarded grant.
