Shawnee County commissioners approve routine vouchers, contracts and personnel items; votes at a glance

Shawnee County commissioners on Dec. 5 approved a slate of routine financial and administrative items, including vouchers, contracts and personnel actions needed to close out county business for 2024.

County staff presented vouchers totaling $6,197,259.73 and called out a $129,040.98 shared expense to OpenGov for CarGraf software and $342,456.26 to Tyler Technologies for New World software. Commissioners moved to approve the vouchers; the motion passed 3 to 0.

The commission approved correction orders and three 2025 cereal malt beverage license resolutions (Res. 2024-79 for Croco Store LLC d/b/a Gas Trip; Res. 2024-80 for John’s Food Center; and Res. 2024-81 for The Shack). All three license resolutions were represented as reviewed by the county counselor’s office and cleared by KBI checks; the vote was 3 to 0.

Public Works presented change order No. 1 (final) to contract C141-242024 with Sunflower Paving Inc. for pavement replacement near U.S. 75. Staff said extra work added $25,010 in construction costs but that liquidated damages and other offsets left the overall project about $24,150 under its approved budget; commissioners approved the change order 3 to 0.

The Department of Corrections received approval to solicit bids for FY2025 inmate clothing and supplies and to select the lowest responsive bidder for 47 units of equipment for the juvenile detention center at a cost of $87,357.02 to be paid from FY2024 unexpended detention funds; both actions passed 3 to 0.

Commissioners authorized transferring FY2024 unexpended detention funds to a job ledger (80% to facility projects, 20% to detention medical expenses) to help fund work on the third floor of the county’s new behavioral health unit. Corrections staff said they are “expecting to get about $2,000,000 from the federal government by way of grant” and that county funds would supplement that award; the transfer motion passed 3 to 0.

The board approved court administration contract C417-2024, a pass-through agreement to CASA of Shawnee County at an annual rate of $54,000 with quarterly payments of $13,725, and approved a request to increase supplemental compensation for two district magistrate judges by $10,000 plus benefits beginning Jan. 1, 2025, with an estimated 2025 cost of $48,262. Both motions passed 3 to 0.

Other approved items included: hiring a medical accounts receivable manager for the Health Department (annual salary and benefits $61,423.20); payment of $30,685 for fiber work related to relocating the courthouse data center; and awarding a five-year ballistic vest contract to Angel Armor with 2025 orders estimated at $68,017.73 to be paid from the 2025 sheriff’s budget. Each of these motions passed unanimously.

The commission opened applications to fill a vacancy for Silver Lake Township clerk with a two-week window and adopted Resolution 2024-82 to convert the Dec. 30 work session into an action meeting to complete year-end audit and finance work. The motion to convert the work session passed 3 to 0.

Most votes were unanimous (3–0). No items were identified as tabled, postponed or failed during the meeting.
