Ellis County OKs $12,250 contribution for Victoria Community Coalition parking lot

The Ellis County Commission on Dec. 17 voted to provide $12,250 to the Victoria Community Coalition to help finish a parking lot at Saint John’s Place, a redevelopment of the former St. John’s rest home in Victoria.
Jeff Pfeiffer, chairman of the Victoria Community Coalition, updated the commission on construction progress and said renovations are moving into sheetrock and interior finishes. Pfeiffer told commissioners additional earthwork and compaction testing increased project costs beyond the coalition’s original budget.
County staff and the county administrator reviewed contractor estimates and contingency balances and reported there was sufficient unencumbered funding to support a $12,250 payment without creating a budget deficit for 2024. Chair Nathan Leiker moved to authorize the payment; Commissioner Michael Burgess seconded the motion and it passed by voice vote.
Pfeiffer said the coalition has fund-raising sources including sale of state tax credits and a recent grant from the Heartland Community Foundation, and that the county payment would be applied directly to the parking-lot work. Commissioners described the contribution as a one-time end-of-year commitment tied to available contingency funds and in-kind work already provided by community partners.
The commission’s action documented the county’s intent to create a voucher and encumber the funds on the Dec. 31 voucher schedule so the payment is recorded in the 2024 fiscal year.
